Reverend Michael Owens, as you know in a contentious 5-4 vote, the City Council approved a consent agreement with the state. Because of this vote, the city of Detroit will never be the same. In Detroit, pastors are very influential. It is fair to say that your and the Detroit Council of Baptist Pastors endorsement of the Consent Agreement helped to affirm this decision. We believe that anyone against PA.4 should also be against the Consent Agreement.
It is bad public policy with coercive elements that allows the State to have unprecedented and unconstitutional control of the City of Detroit. We are asking that you recant your statement as follows, “We believe that an agreement and action plan needs 10 be crafted and approved that restructures city government, establishes fiscal accountability and discipline, and creates a sustainable track record of recovery".
We are asking that you issue a statement rejecting the Consent Agreement. This consent agreement is nothing less than a hostile takeover — one aimed at stripping Detroiters of their voting power and the city of its remaining assets. We are asking you to issue a statement rejecting with the Consent Agreement. It is a deal that sets up a new and powerful nine-member financial advisory board, a chief financial officer, and a project manager with broad powers over the city's budget. This restructuring will be painful and sweeping. City departments will disappear, some services will be cut and others privatized and city workers will be fired.
We are asking that you stand with the people of the City of Detroit and the Citizens of the State of Michigan. We believe the referendum campaign allows for the people to speak on the future of PA.4 and public policy in Michigan. It is our hope that you would stand with those who believe in Democracy and remove moral support for the Consent Agreement.
